TMT is an independent non-profit organisation working globally to combat illegal, unreported and unregulated (IUU) fishing and to strengthen accountability within fisheries governance. TMT works directly with fisheries authorities, analysts, inspectors, and regional organisations to ensure that data and intelligence translate into real-world decisions, enforcement action, and stronger compliance.
With support from the Levine Family Foundation (LFF), TMT will undertake an independent impact assessment and further strengthen its Monitoring, Evaluation and Learning (MEL) framework between February 2026 and January 2027. This work is designed to deepen understanding of what genuinely shifts outcomes on the ground, not only what is delivered, but how behaviour, institutional practice, and cooperation change as a result.

The project will combine external review with the refinement of practical tools and indicators that can be embedded across TMT’s programmes. It will strengthen how TMT tracks progress in areas such as compliance outcomes, institutional coordination, and the effective use of information by public authorities, while accelerating organisational learning and adaptation.
By investing in this work, the LFF is enabling TMT to strengthen its long-term effectiveness and strategic focus. The investment supports smarter use of limited resources, stronger institutions, and more durable deterrence against IUU fishing, contributing to healthier marine ecosystems and fairer, more accountable fisheries governance.
